He's saying that he can't see or hasn't seen your pictures (or maybe your face?), and wants to book but won't until he knows what you look like. Hence the "buy a puppy" analogy.

I love idiots like this. I had one guy who asked how much for the hour and so I quoted my fee. He then accused me of making the fee up, and apparently it wasn't the same as detailed on my profile. A load of rubbish.
