Yes, I daresay it is. It's private property and they can do what I like, although how they get around it also being people's workplace (housekeeping for example) I honestly don't know.
The family staying two floors up have nothing to do with the couple at the end of the corridor who have nothing to do with me in my room - they're all completely separate, and there's no link between us at all. I don't know if
knowing where and when a friend you're with is working from if you're travelling together makes a difference but I'd sincerely doubt it.
Back on topic, yes it would be a brothel wherever it was. Whether or not anybody would care is entirely dependent on how much you annoy the neighbours but if the place has thin walls and an overlooked entrance I would find somewhere else. Also don't forget to stagger the times punters arrive so they're not all hanging about outside at once.
