You may find some tips in here, and also by looking through some of the responses to threads in this section started by other people who thought starting an agency was a good idea. Since the North West has a very popular parlour scene as well as a healthy number of well known and established independent ladies I would think that trying to get an agency off the ground would be something of an uphill struggle, but there is plenty of information (including regarding the laws you will be breaking) on here, and you could also register and ask on some of the punting forums.
