If you do a search for this number, you'll see there's another post for an aggressive guy who tries to rob girls in the same area. I have contacted both posters as I have worked in that area and found out that the two numbers are identical except the last digit, and they're just one digit off (as in, for example, one ends in 5 and the other in 6 ... I made that up, those aren't the two numbers.) I definitely got this no-show guy (he told me his name was Jerry, btw) but I'm wondering if they aren't the same guy using SIMS bought at the same time. Is it possible that two sims bought together will have sequential numbers, or is it just a coincidence?

At any rate, I really recommend looking for both threads and getting both numbers.
