I did not verify with a landline phone because he said he just moved in.

When I arrived at the address, I waited at the black gate as instructed. He said that he would come downstairs to meet me. He said, 'I couldn't see you, where are you?' But I was right in front of the building's gate. *It is a modern residential building with a gate and intercom.
He then switches off his phone. I felt silly waiting there and had the feeling he was watching me, laughing, from one of the apartment windows. I leave after 10 minutes, angry.
Today, he persists with annoying calls, saying he fell asleep.
