If you don't offer incalls then why the hell are you running around trying to find a venue? Tell the client he needs to find somewhere suitable. Then he can pay the ?250 excess charge at the hotel when they have to deep clean the patina of nicotine off every surface 

I'm not running around, I have suggested that I'd try and find a delightful apartment for us that ALLOWS smoking, precisely to avoid the extra charges mentioned by you...

And again, I have offered... It's not that massive as I have now found that there are still quite a few hotels around in London that offer smoking rooms, but I was more hoping for suggestions of working apartments that are fine with involving some smoking during the duration of the booking.

Don't pay for anything until the client pays a deposit.

Some hotels still have the odd smoking room available.
