so I have been researching a lot before jumping into the business but theres a question i can not seem to find an answer for anywhere
  I am on the states, so i dont know how much the law defers from uk  but

most of the indie ads i see,  do not have their rates anywhere for the clients to see

but also, they say -  do not ask for rates over the phone
                              -no email or sms

so i am very confused about it. all in a very discreet way ( of course  )  when is the best time to disclose them?
    hide them in the ad?  over the phone?  once i meet with the client?

help with this plzz    and any other advice regarding that or the exchange is also very very welcome
