I would mention it's not your permanent residence though as you might get a discount if you dont live there full time I believe.
I don't know if the rules are different in Scotland, but in England if somewhere is furnished and counts as a second home I think it's 10% off. It depends on how 'empty' the place is too -before I sold my last place it was empty for just under a year, and whilst I got complete exemption for the first six months, it went straight back up to the full rate after that and I wound up paying loads as my new place had to have the band put up when I bought it
. This exemption only applies to unfurnished, completely empty places though and I suppose it wouldn't really count for rentals.
If you go to your local council's website or offices, they have a form to fill in for reducing your council tax or applying for the discount
