Over the years I have built up quite a good client base offering a mix of fetish and dom (but not quite full blown dungeon Dom), with full service.

I am thinking of removing full service, but continuing the fetish / roleplay / BDSM with the only "sexual" act being a handjob. No sex, no oral, no kissing. I love my job but I am going through a bit of an emotional and mental change and I feel that I want to remove these services for a while.

Is there still a market for this? I am aware that I will lose all of my "GFE" clients, but I hope to gain new ones where penetrative sex is not a big deal.

Hopefully you'll find a whole 'new' market that's always been there.
It just takes time to test the market, grow your new business and new advertising I guess.

I switched from escort to dom no sex and was ok but it wasn't instant an instant 'swtich' though.
I had a dom-lite studio with a few pieces of dungeon furniture, like you I guess.

Some of my girlfriends Dom exclusively,  some no touching or relief.
They seem fine. They gradually branched out into various specialities that they were interested in.
Latex dom, strap-ons, electrics, sissy dom, 'medical' piercing, pee&poo play, sedation medical etc

I did a lot of 'forced' bi with a porn model and heel and boot worship.
Heel and boots very good profit for effort, no sex and they can finish themselves off.
And doesn't take much equipment.

I am a non-UK resident (live in Italy). My experience is that strap-on / anal training / prostate massage might bring a good number of clients. Also worship, feet worship, bondage with role play might do.
A Dom, friend of mine, organises sessions with more than a client so that clients interact with each other: it's a sort of private party where she just orders them about (and she knows what makes them happy  ;) ).
