The Romanian London raids? Women given formal warning?

So the daily mail paper has run a story about the six Romanian brothels in Harrow being closed and the women were given formal warnings? But all the women were legal and it doesn't say that they had anything to do with running the places, just working in them. so why were  they given warnings??

Could the authorities be stamping there mark in order to warn others that they will not tolerate this behaviour.

Don't get me wrong I don't agree with this.  It is just a personal thought.
