To quote a post you only have to click on the 'Quote' button that's up on the top right of it and type your comment in underneath when the 'Post Reply' page appears.

Doing it this way rather than by just typing the tags in (correctly or otherwise) is more useful because it's clear who is being quoted and the reader can then click to get back to the post it came from .
