First unless tenanted the other property is in many areas subject to full council tax, also on purchase stamp duty happens from first penny of value.
The person may have put together all or most of their savings to purchase it, or be mortaged up to the hilt.
To sell costs money, takes time and right now sales are affected because so I hear the completion process is affected.
I used to make assumptions about second home owners, and I know of the effects on towns in which many properties are second homes BUT some of those assumptions changed once I became aware of the other side.
Same repairs, upkeep, things go wrong as for first homes and with no landlord the owner has to upkeep. Buying my first home only a few years ago opened my eyes to ongoing maintenance and 'improvements' which previously were only an inconvenience.
