I get this all the bloody time. I just text 'please call to discuss', if they say they are busy or can't call at that time I just tell them 'when you are free to call me then do so or I won't ne able to take a booking from you at all' That usually solves the issue either way and I don't text back at all unless they have called. It saves my brain melting in my skull thinking about how much time they'd waste otherwise.
