No, as far as I can tell people are mostly including "available times" - as opposed to hours they are actually with clients - as times they are working. And why not; it's still working time after all when you're dealing with client calls, texts, emails, and making yourself available for work!
I am "available" 32 hours a week (over 4 days) and count that as work, even though my actual bookings only account for a proportion of that time . I also spend around an additional 3 hours a week on advertising and marketing on my days off so in total I consider I work around 35 hours a week.
